- Driver's Daily Vehicle Inspection or DVIR is part of a driver's daily responsibilities. Not only to protect themselves, but also the public and the equipment they operate.
- Does your driver know the difference between a "defect" and a "safety sensitive" defect? Appendix G in CFR 399 defines "safety sensitive" defects that render units out of service. Drivers and technicians must understand the FMCSA regulations contained within Appendix G.
- Pre-trip Inspection Guidance: FMCSA regulations CFR 396.13 state that the driver shall:
- Be satisfied that eh vehicle is in safe operating condition
- Review the previous driver inspection report
- Sign the report to acknowledge the driver has reviewed it and certified that required repairs are complete, and defects or deficiencies are noted.
- Post-Trip Inspection Guidance: The FMCSA CFR 396.11 requires that reports shall identify the vehicle and list any defect or deficiency that would affect the safe operation of the vehicle or cause mechanical breakdown, as well as cover:
- Service brakes including trailer brake connections
- Parking (hand) brake
- Steering mechanism
- Lighting devices and reflectors
- Tires
- Horn
- Windshield Wipers
- Rear Vision Mirrors
- Coupling devices
- Wheels and rims
- Emergency Equipment
Defects and deficiencies noted in Appendix G must be corrected before permitting operation of the vehicle. Technicians, drivers and service managers should all be aware to ensure all necessary items have been corrected and certified.
Roadcheck 2020 (May 5-7, 2020) focuses on Driver Requirements:
- Driver requirement inspections
Inspectors will collect and verify the driver's documents, identify the motor carrier, check the driver's license and record of duty status, and review periodic inspection reports. If applicable, the inspector will also check the driver's medical examiner certificate, medical variance documents, and daily vehicle inspection report. Other driver-focused categories include seat belt use, sickness or fatigue, and alcohol and/or drug possession or impairment. - Driver Violations hit almost 950,000 in 2019! 195,545 of which were out-of-service conditions.
- BE PREPARED! Inspections are conducted daily, however remember the risk of being stopped increases during the Roadcheck.
